Warming gas levels hit 'troubling milestone'

(AP) ? The world's air has reached what scientists call a troubling new milestone for carbon dioxide, the main global warming pollutant.

Monitoring stations across the Arctic this spring are measuring more than 400 parts per million of the heat-trapping gas in the atmosphere. The number isn't quite a surprise, because it's been rising at an accelerating pace. Years ago, it passed the 350 ppm mark that many scientists say is the highest safe level for carbon dioxide. It now stands globally at 395.

So far, only the Arctic has reached that 400 level, but the rest of the world will follow soon.

"The fact that it's 400 is significant," said Jim Butler, global monitoring director at the National Oceanic and Atmospheric Administration's Earth System Research Lab in Boulder, Colo. "It's just a reminder to everybody that we haven't fixed this and we're still in trouble."

Carbon dioxide is the chief greenhouse gas and stays in the atmosphere for 100 years. Some carbon dioxide is natural, mainly from decomposing dead plants and animals. Before the Industrial Age, levels were around 275 parts per million.

For more than 60 years, readings have been in the 300s, except in urban areas, where levels are skewed. The burning of fossil fuels, such as coal for electricity and oil for gasoline, has caused the overwhelming bulk of the man-made increase in carbon in the air, scientists say.

It's been at least 800,000 years ? probably more ? since Earth saw carbon dioxide levels in the 400s, Butler and other climate scientists said.

Until now.

Readings are coming in at 400 and higher all over the Arctic. They've been recorded in Alaska, Greenland, Norway, Iceland and even Mongolia. But levels change with the seasons and will drop a bit in the summer, when plants suck up carbon dioxide, NOAA scientists said.

So the yearly average for those northern stations likely will be lower and so will the global number.

Globally, the average carbon dioxide level is about 395 parts per million but will pass the 400 mark within a few years, scientists said.

The Arctic is the leading indicator in global warming, both in carbon dioxide in the air and effects, said Pieter Tans, a senior NOAA scientist.

"This is the first time the entire Arctic is that high," he said.

Tans called reaching the 400 number "depressing," and Butler said it was "a troubling milestone."

"It's an important threshold," said Carnegie Institution ecologist Chris Field, a scientist who helps lead the Nobel Prize-winning Intergovernmental Panel on Climate Change. "It is an indication that we're in a different world."

Ronald Prinn, an atmospheric sciences professor at the Massachusetts Institute of Technology, said 400 is more a psychological milestone than a scientific one. We think in hundreds, and "we're poking our heads above 400," he said.

Tans said the readings show how much the Earth's atmosphere and its climate are being affected by humans. Global carbon dioxide emissions from fossil fuels hit a record high of 34.8 billion tons in 2011, up 3.2 percent, the International Energy Agency announced last week.

The agency said it's becoming unlikely that the world can achieve the European goal of limiting global warming to just 2 degrees based on increasing pollution and greenhouse gas levels.

"The news today, that some stations have measured concentrations above 400 ppm in the atmosphere, is further evidence that the world's political leaders ? with a few honorable exceptions ? are failing catastrophically to address the climate crisis," former Vice President Al Gore, the highest-profile campaigner against global warming, said in an email. "History will not understand or forgive them."

But political dynamics in the United States mean there's no possibility of significant restrictions on man-made greenhouse gases no matter what the levels are in the air, said Jerry Taylor, a senior fellow of the libertarian Cato Institute.

"These milestones are always worth noting," said economist Myron Ebell at the conservative Competitive Enterprise Institute. "As carbon dioxide levels have continued to increase, global temperatures flattened out, contrary to the models" used by climate scientists and the United Nations.

He contends temperatures have not risen since 1998, which was unusually hot.

Temperature records contradict that claim. Both 2005 and 2010 were warmer than 1998, and the entire decade of 2000 to 2009 was the warmest on record, according to NOAA.

NASA astronomers announced Thursday they can now predict with certainty the next major cosmic event to affect our galaxy, sun, and solar system: the titanic collision of our Milky Way galaxy with the neighboring Andromeda galaxy.

The Milky Way is destined to get a major makeover during the encounter, which is predicted to happen four billion years from now. It is likely the sun will be flung into a new region of our galaxy, but our Earth and solar system are in no danger of being destroyed.

"Our findings are statistically consistent with a head-on collision between the Andromeda galaxy and our Milky Way galaxy," said Roeland van der Marel of the Space Telescope Science Institute (STScI) in Baltimore.

The solution came through painstaking NASA Hubble Space Telescope measurements of the motion of Andromeda, which also is known as M31. The galaxy is now 2.5 million light-years away, but it is inexorably falling toward the Milky Way under the mutual pull of gravity between the two galaxies and the invisible dark matter that surrounds them both.

"After nearly a century of speculation about the future destiny of Andromeda and our Milky Way, we at last have a clear picture of how events will unfold over the coming billions of years," said Sangmo Tony Sohn of STScI.

The scenario is like a baseball batter watching an oncoming fastball. Although Andromeda is approaching us more than two thousand times faster, it will take 4 billion years before the strike.

Computer simulations derived from Hubble's data show that it will take an additional two billion years after the encounter for the interacting galaxies to completely merge under the tug of gravity and reshape into a single elliptical galaxy similar to the kind commonly seen in the local universe.

Although the galaxies will plow into each other, stars inside each galaxy are so far apart that they will not collide with other stars during the encounter. However, the stars will be thrown into different orbits around the new galactic center. Simulations show that our solar system will probably be tossed much farther from the galactic core than it is today.

To make matters more complicated, M31's small companion, the Triangulum galaxy, M33, will join in the collision and perhaps later merge with the M31/Milky Way pair. There is a small chance that M33 will hit the Milky Way first.

The universe is expanding and accelerating, and collisions between galaxies in close proximity to each other still happen because they are bound by the gravity of the dark matter surrounding them. The Hubble Space Telescope's deep views of the universe show such encounters between galaxies were more common in the past when the universe was smaller.

A century ago astronomers did not realize that M31 was a separate galaxy far beyond the stars of the Milky Way. Edwin Hubble measured its vast distance by uncovering a variable star that served as a "milepost marker."

Hubble went on to discover the expanding universe where galaxies are rushing away from us, but it has long been known that M31 is moving toward the Milky Way at about 250,000 miles per hour. That is fast enough to travel from here to the moon in one hour. The measurement was made using the Doppler effect, which is a change in frequency and wavelength of waves produced by a moving source relative to an observer, to measure how starlight in the galaxy has been compressed by Andromeda's motion toward us.

Previously, it was unknown whether the far-future encounter will be a miss, glancing blow, or head-on smashup. This depends on M31's tangential motion. Until now, astronomers had not been able to measure M31's sideways motion in the sky, despite attempts dating back more than a century. The Hubble Space Telescope team, led by van der Marel, conducted extraordinarily precise observations of the sideways motion of M31 that remove any doubt that it is destined to collide and merge with the Milky Way.

"This was accomplished by repeatedly observing select regions of the galaxy over a five- to seven-year period," said Jay Anderson of STScI.

"In the worst-case-scenario simulation, M31 slams into the Milky Way head-on and the stars are all scattered into different orbits," said Gurtina Besla of Columbia University in New York, N.Y. "The stellar populations of both galaxies are jostled, and the Milky Way loses its flattened pancake shape with most of the stars on nearly circular orbits. The galaxies' cores merge, and the stars settle into randomized orbits to create an elliptical-shaped galaxy."

The space shuttle servicing missions to Hubble upgraded it with ever more-powerful cameras, which have given astronomers a long-enough time baseline to make the critical measurements needed to nail down M31's motion. The Hubble observations and the consequences of the merger are reported in three papers that will appear in an upcoming issue of the Astrophysical Journal.

Real estate agents are getting out of the profession in California ?- except in Southwest Riverside County, according to the California Department of Real Estate and the Southwest Riverside County Association of Realtors.

A housing crunch left real estate agents faced with selling houses for less than what homeowners owed in mortgages, working with lenders suddenly terrified to give out loans, and otherwise battling headwinds that dramatically reduced their sales.

For many agents, especially those attracted by a housing boom that made the profession seem like easy money, that meant it was time to leave. But in Southwest Riverside County, a few people decided a slow market was just the time to jump in.

I figured if I could get my license and learn about it (real estate), by the time I was really good at it, Id be ready when the market started to come back up, said Diane Caddy, a Murrieta Realtor who got her license in 2010.

Caddys entrance to the profession was decidedly countercyclical from a statewide perspective: The number of licensed sales agents and brokers in March fell to 426,585, down 22 percent from a 2007 peak. The ranks of sales agents, the entry-level license, fell off steeply, down 28 percent to 283,596 in March.

Real estate licenses expire after four years, so people letting their license expire this year last renewed in 2008.

Yet Southwest Riverside County bucked the trend. The membership of its association sank from 4,100 in 2007 to 2,500 in 2009, but this year climbed to 3,100, thanks to people such as Caddy.

Caddy had been a frustrated fashion photographer forced to shoot weddings to make a living when she decided to start taking real estate courses in 2009.

I was thinking, we bought our home in 2007, as first-time homebuyers, we were thinking it cant go any lower than this, she said.

In fact, it did. House prices kept falling from 2007, settling at a median price of $198,000 in December, according to a North County Times analysis of records from the Riverside County assessors office. But the overall number of house sales came back, rising from 10,390 to 13,553 last year.

Joe McGowan, chairman of the Southwest County association, said the renewed activity in his market was attracting new people to the profession.

The tremendous backlog of homes that still have to go through the cycle of correction ?- whatever that number is that makes up that inventory, we have a tremendous amount of work to be done to come out of this correction, McGowan said.

North San Diego County saw no such rebound last year, perhaps accounting for its ongoing decline in Realtors. Membership in the North San Diego County Association of Realtors peaked in 2006 with 6,563 members and fell to 4,071 as of March, said Chris Osteen, chairman of the association.

The median house price saw some recovery from its low and now sits at $415,000, according to the association. But the number of houses sold fell to 8,140 in North County, a 30-year low, according to a North County Times analysis of records from the San Diego County assessors office.

Still, shedding some of the less dedicated real estate agents has an upside, said David Deisinger, a Carlsbad real estate agent.

Theres a lot more quality agents, he said. The deals that Ive done have been as smooth as you possibly can get em.

(AP) ? It seemed like a good idea at the time.

But a health insurance tax credit for small businesses, part of President Barack Obama's health care law that gets strong support in public opinion polls, has turned out to be a disappointment.

Time-consuming to apply for and lacking enough financial reward to make it attractive, the credit was claimed by only 170,300 businesses out of a pool of as many as 4 million potentially eligible companies in 2010.

That's put the Obama administration in the awkward position of asking Congress to help fix the problems by allowing more businesses to qualify and making it simpler to apply.

But Republicans who run the House say they want to repeal what they call "Obamacare," not change it.

"They completely missed the target on this thing," Rep. Sam Graves, R-Mo., said of the tax credit. "I don't think expanding it is going to make any difference whatsoever." Graves chairs the House Small Business Committee.

It doesn't help the administration's plea that the biggest small-business lobbying group is a lead plaintiff asking the Supreme Court to overturn the Affordable Care Act. The National Federation of Independent Business isn't likely to spend much time tinkering with the tax credit or promoting it to members.

Small businesses represent the crumbling edge of the nation's system of employer-based health care. Only about 30 percent of companies with fewer than 10 workers offer health coverage, and they often pay more for insurance than large businesses. The credit, which once had support in principle from lawmakers of both parties, was supposed to help businesses already providing coverage afford the premiums. And maybe it would even entice some to start.

"We agree it is not a panacea for all costs," said John Arensmeyer, founder of Small Business Majority, an advocacy group that supports the health care law and disagrees with the much larger independent business federation. The problem is all the negative publicity around the health care law has discouraged business owners from applying for the credit, he says.

"There has been more heat than light shone on this," Arensmeyer said. "There is no reason why small businesses shouldn't be taking advantage of this credit." About 770,000 workers were covered by the businesses claiming the credit in 2010.

However, a recent report by Congress' nonpartisan Government Accountability Office identified several issues with the credit itself.

To begin with, the GAO said, the tax credit is structured so its biggest benefits go to very small companies paying low wages. About 4 out of 5 such businesses don't offer coverage, and the tax credit is not sufficient to encourage them to start doing so.

"Small employers do not likely view the credit as a big enough incentive to begin offering health insurance," the report said.

The average credit claimed in 2010 was about $2,700, although some companies qualified for much more.

Many small firms did not qualify because they paid fairly decent wages. The GAO report quoted an unidentified tax preparer who explained that "people get excited that they're eligible and then they do the calculations and it's like the bottom just falls out of it and it's not really there." It's almost a bait and switch.

Complexity has been another obstacle. IRS Form 8941, which employers must complete to claim the credit, has 25 lines and seven worksheets, the GAO said. Some tax preparers told the agency it took clients from two to eight hours to pull together supporting information and tax professionals another three to five hours to calculate the credit.

Trying to help, the IRS identified "three simple steps" employers needed to follow, but the GAO found "the three steps become 15 calculations, 11 of which are based on seven worksheets, some of which request multiple columns of information."

Arensmeyer said claiming the credit will be simpler once it becomes standard in tax-preparation software.

As it stands now, the credit is only temporary, expiring in 2016. That's another reason Congress appears unlikely to adopt the administration's proposed fixes, which would cost an estimated $14 billion that has to be offset with cuts elsewhere.

If the health care law withstands Supreme Court scrutiny, more employers could start claiming the credit. Otherwise, it may just go down as a missed opportunity, for policymakers and small-business owners alike.

(AP) ? Mitt Romney swept the Kentucky and Arkansas Republican presidential primaries Tuesday, inching closer to the GOP nomination he is certain to win.

With no serious opposition left, the former Massachusetts governor easily won both contests. He won all 42 delegates at stake in Kentucky and at least 31 of the 33 delegates at stake in Arkansas.

Two delegates were still undecided in Arkansas.

Romney has 1,065 delegates, leaving him just 79 shy of the 1,144 delegates needed to win the GOP nomination for president. He should reach the threshold next week, when voters go to the polls in Texas.

Assured of the party nod, Romney has been in general election mode for weeks. He's been spending much of his time fundraising and focusing on Democratic President Barack Obama.

As voters in the two Southern states weighed in, Romney spent Tuesday evening at a fundraising event in New York where his campaign said he raised $5 million. Romney's campaign has raised roughly $15 million during a three-day fundraising swing in the New York area.

He is scheduled to make a campaign appearance Wednesday in Washington.

Romney had struggled in some previous Southern contests, when former Pennsylvania Sen. Rick Santorum and former House Speaker Newt Gingrich were in the race. With them on the sidelines, Romney displayed solid support in two states he should win in November.

Even though they have left the race, Santorum, Gingrich and Texas Rep. Ron Paul were on the ballot in Kentucky and Arkansas.

Texas, which offers 152 delegates, votes May 29.
