(AP) ? Michael Jackson slept there. Vladimir Lenin harangued Bolsheviks there. Over the past century, the Hotel Metropol has seen the extremes of Russian life, from austere revolutionary fervor to flashy pop indulgence.

Now, at a starting price of 8.7 billion rubles ($272 million), the hotel is up for sale Thursday, auctioned off by the Moscow city government as part of its privatization program. That's expected to go higher ? in steps of 435 million rubles ($13.6 million) ? and where it will stop is anybody's guess.

"It's hard to tell what's justified" as a final price, said Tatiana Tikova, the director of the valuation department at the Colliers real estate brokerage in Moscow.

Officials haven't released the names of the prospective bidders, but news reports say Azimut and Khorston, two major Russian hotel chains, are expected to be among them.

Moscow, with a perpetual shortage of hotel rooms and a business culture that adores ostentation, is an attractive market for high-end hoteliers and the Metropol offers plenty of curb-flash.

Situated catty-corner from the Bolshoi Theater and an easy stroll from Red Square, the location is prime for any guest who wants to feel in the very center of the city's heaving action.

It's one of Moscow's most distinctive buildings as well, a cheery Art Nouveau confection in a city where buildings mostly seem to glower. Although at six stories it's one of the city center's more low-rise structures, it stands out with sinuous curves, friezes of women en deshabille and bands of brightly colored majolica tiles. Several elaborate mosaics top the building, the most noted being Mikhail Vrubel's "Princess of Dreams," showing a dying knight sailing through a crashing sea to a vision of his beloved.

Then, there's the historical cachet. When it opened in 1901, it was a paragon of Russians' growing prosperity and confidence, but 17 years later took on a far different role. When Bolsheviks decided to move their government from St. Petersburg to Moscow, the hotel was appropriated to become the Second House of the Soviets.

A large plaque on the exterior notes that in 1918-19, Lenin "many times gave reports and speeches at sessions and party congresses" in the hotel and chatted there with members of the "prodotryad," armed squads of workers who forcefully appropriated food from the bourgeoisie. Another plaque commemorates a 1921 meeting in the hotel that resulted in a friendship agreement with Mongolia.

In the chaos of World War II, the Metropol became home and office for almost all the foreign journalists allowed to work in the USSR. "Gloomy and cavernous, Mother Metropol was like a college fraternity house" during that time, Whitman Bassow wrote in his book "The Moscow Correspondents."

The auction winner will get all that, but won't get the hotel's elaborate array of antique furnishings and paintings. How much of that might be available for separate purchase is unclear. Natalya Bocharova, head of the city property department, said this month that an array of objects from the hotel will be turned over to museums.

The furnishings are a major part of the hotel's appeal. Jackson, during a 1993 stay, reportedly was so enamored with a lamp featuring a bear figure that he agitated unsuccessfully to buy it.

Despite its storied history and reputation, hotel review websites suggest the Metropol's rooms often are in need of spiffing up. Tikova said privatization should ensure the hotel gets an upgrade.

"It allows for more efficient management, it allows timely renovations," she said.

West Nile Virus Cases Hit 1,590; Death Toll at 66

Reports of West Nile virus infection in the country now total 1,590, the U.S. Centers for Disease Control and Prevention reported Wednesday - an increase of more than 40 percent in one week alone.

CDC officials also reported during a Wednesday afternoon teleconference that 66 people have died from the disease so far. Of all of the cases reported thus far, 889 - or 56 percent - are classified as neuroinvasive, meaning patients develop meningitis, encephalitis or paralysis.

These figures represent a striking increase from last week's report of 1,118 cases, 629 of which were neuroinvasive, and 41 deaths.

Still, officials say they anticipated that these numbers would go up over time.

"This increase is not unexpected," said Dr. Lyle R. Petersen, director of the division of vector-borne infections diseases from the CDC, during the teleconference. "In fact, the total numbers will continue to rise through October."

He also said that while the overall numbers will continue to accumulate throughout mosquito season, he expects the incidence of infections to have peaked in mid- to late-August. This peak may vary between Northern and Southern states.

CDC officials estimate that, based on current numbers, the final tally of overall U.S. cases will likely be similar to the number of cases seen in 2002 and 2003, during which time more than 3,000 cases of neuroinvasive West Nile Virus and more than 260 deaths were reported.

While all 48 continental states have reported cases of West Nile infections, more than 70 percent of the reported cases are in Texas, South Dakota, Mississippi, Oklahoma, Louisiana and Michigan.

Texas has been hardest hit, with 783 reported cases - nearly half of the total number documented thus far. The health department in Texas has been vigilant about preventing further infections through aerial spraying.

"Assuming a normal progression [of cases], this will be our worst year with West Nile," said Dr. David Lakey, commissioner of the Texas Department of State Health Services. He highlights the grim statistics in Texas. "In 2003, there were 439 neuroinvasive cases, compared 416 already this year. In 2003, there were 40 deaths, and now we're at 31."

Since the CDC does not recommend routine testing of people with West Nile fever, it is likely that there are far more infections than the current numbers suggest. Approximately 80 percent of patients infected with West Nile virus will not develop any type of illness. The remaining 20 percent experience symptoms including fever, headache, malaise, body aches, and occasionally a rash or swollen lymph nodes.

There is no specific treatment for West Nile. The disease itself may run its course in as short as a few days or as long as several weeks.

The virus is most dangerous when it becomes neuroinvasive; in these cases, patients can experience symptoms as severe as coma, seizures, muscle weakness and paralysis. The CDC estimates that only about 1 in 150 people who contract West Nile virus will develop the neuroinvasive form, but nearly all of these patients will require hospitalization.

Of these, those with encephalitis are in the greatest danger, as they are frequently left with severe neurologic deficits. Ten percent of patients who develop encephalitis die. Of the patients who develop paralysis from the disease, one third will recover nearly completely, one third will be left with residual weakness, and one third will not recover.

CDC officials said it is unlikely that Hurricane Isaac will play a role in the severity of the outbreak.

"Based on previous experience, floods and hurricanes do not result in increased transmission of West Nile Virus," said Petersen. He notes that although there will likely be no noticeable effect on the current epidemic, a small increase had been noted in some areas of Louisiana after Hurricane Katrina, likely because of increased outdoor exposure when houses were severely damaged.

In light of the ongoing risk, the CDC encourages everyone to protect themselves from mosquitoes. While many health departments have made mosquito-control efforts, such as aerial and ground spraying, people are encouraged to protect themselves from mosquito bites using basic techniques.

"Use insect repellents, wear long-sleeved clothing during dawn and dusk, install and repair window screens, use air-conditioners when possible, empty standing water, and support local community mosquito control programs," Peterson says.

There is currently no vaccine to protect humans from the West Nile virus, although four effective vaccinations exist for horses. A few of related vaccines are in early clinical trials (Phase I and II) in humans, which have been successful. However, no vaccine has yet been taken to Phase III clinical trials.

Walls of lunar crater may hold patchy ice

ScienceDaily (Aug. 29, 2012) ? Small patches of ice could make up at most 5 to 10% of material in walls of Shackleton crater. Scientists using the Mini-RF radar on NASA's Lunar Reconnaissance Orbiter (LRO) have estimated the maximum amount of ice likely to be found inside a permanently shadowed lunar crater located near the moon's south pole. As much as 5 to 10 percent of material, by weight, could be patchy ice, according to the team of researchers led by Bradley Thomson at Boston University's Center for Remote Sensing.

"These terrific results from the Mini-RF team contribute to the evolving story of water on the moon," says LRO's deputy project scientist, John Keller of NASA's Goddard Space Flight Center in Greenbelt, Md. "Several of the instruments on LRO have made unique contributions to this story, but only the radar penetrates beneath the surface to look for signatures of blocky ice deposits."

These are the first orbital radar measurements of Shackleton crater, a high-priority target for future exploration. The observations indicate an enhanced radar polarization signature, which is consistent with the presence of small amounts of ice in the rough inner wall slopes of the crater. Thomson and his colleagues reported the findings in a paper recently published in the journal Geophysical Research Letters.

"The interior of this crater lies in permanent shadow and is a 'cold trap' -- a place cold enough to permit ice to accumulate," says Mini-RF's principal investigator, Ben Bussey of the Johns Hopkins University Applied Physics Laboratory in Laurel, Md. "The radar results are consistent with the interior of Shackleton containing a few percent ice mixed into the dry lunar soil."

These findings support the long-recognized possibility that areas of permanent shadow inside polar impact craters are sites of the potential accumulation of water. Numerous lines of evidence from recent spacecraft observations have revised the view that the lunar surface is a completely dry, inhospitable landscape. Thin films of water and hydroxyl have been detected across the lunar surface using several space-borne near-infrared spectrometers. Additionally, orbital neutron measurements indicate elevated levels of near?surface hydrogen in the polar regions; if in the form of water, this hydrogen would represent an average ice concentration of about 1.5% by weight in the polar regions.

The Shackleton findings are also consistent with those of the recent LCROSS spacecraft's controlled collision with a nearby permanently shadowed polar region near the lunar south pole, which revealed evidence for water in the plume kicked up by its impact. A radar instrument flown on India's Chandrayaan-1 spacecraft in 2009 found evidence for ice deposits in craters at the lunar north pole. Measurements of the albedo (surface reflectance) inside Shackleton crater using LRO's laser altimeter and far?ultraviolet detector are also consistent with the presence of a small amount of ice.

"Inside the crater, we don't see evidence for glaciers like on Earth," says Thomson. "Glacial ice has a whopping radar signal, and these measurements reveal a much weaker signal consistent with rugged terrain and limited ice."

The radar measurements of Shackleton crater were made during three separate observations between December 2009 and June 2010. Radar illuminates shadowed regions and can detect deposits of water or ice, which have a distinctive radar polarization signature compared to the surrounding material. In addition, radar penetrates the terrain to depths of a meter or two and can measure water or ice buried beneath the surface. Radar measurements of Shackleton crater place an upper bound on the ice content of the uppermost meter of loose material of the crater's walls at between 5 and 10% ice by weight.

"We are following up these tantalizing results with additional observations," says Bussey. "Mini-RF is currently acquiring new bistatic radar images of the moon using a signal transmitted by the Arecibo radio telescope in Puerto Rico. These bistatic images will help us distinguish between surface roughness and ice, providing further unique insights into the locations of volatile deposits."

Large volumes of the greenhouse gas methane could have been produced under the Antarctic Ice Sheet over millions of years, which could add to global warming if released into the atmosphere by a thaw, a study said on Wednesday.

Scientists from the universities of Bristol, Utrecht, California and Alberta simulated the accumulation of methane in Antarctic sedimentary basins using models and calculations.

They found it was likely there were micro-organisms there that would have been able to convert the ice sheet's large deposits of organic carbon into the potent gas.

If present, methane would most likely be trapped under the ice.

But it could be released into the atmosphere as rising global temperatures melt the ice sheet, fuelling even more global warming, the scientists said in the paper published in the journal Nature.

"The Antarctic Ice Sheet could constitute a previously neglected component of the global methane hydrate inventory although significant uncertainty exists," the scientists said.

Methane stays in the atmosphere for up to 15 years. Levels have been on the rise over the past few years, following a period of stability since 1998.

The gas is normally trapped as "methane hydrate" in sediments under a seabed. Methane hydrate is a form of water ice containing a large amount of methane which is usually stable.

As temperatures rise, the hydrate breaks down and methane is released from the sea bed, mostly dissolving into the seawater.

But if trapped methane broke sea surfaces and escaped into the atmosphere, it would intensify global warming.

Scientists have already identified thousands of sites in the Arctic where methane is bubbling into the atmosphere but the potential for methane formation under the Antarctic Ice Sheet has been less well studied.

Conditions under the Antarctic Ice Sheet seem capable of producing methane as the water is oxygen-depleted, hosts micro-organisms and contains significant reservoirs of organic carbon, Wednesday's study said.

"We calculate that the sub-Antarctic hydrate inventory could be of the same order of magnitude as that of recent estimates made for Arctic permafrost."

In 2008, American and Russian experts estimated that 0.5 megatonnes of methane are released per year and at least 1,400 gigatonnes of carbon is trapped as methane and methane hydrates under the Arctic permafrost.

But up to 50 gigatonnes of hydrate storage could be released at any time, which would increase the methane content of the Earth's atmosphere by a factor of 12, they warned.

Tiffany lowers outlook as shoppers remain cautious

NEW YORK (AP) ? Upscale jewelry chain Tiffany & Co. lowered its outlook for the year on Monday as the wealthy cut back on buying baubles in an uncertain economy.

Company shares rose more than 7 percent Monday, however, as revenue in established stores, a key measure for retailers, declined less than analysts had expected in the second quarter. Investors may also have been encouraged that Tiffany is planning stores in new cities despite its challenges.

The affluent had been spending more since the Great Recession ended in mid-2009, recovering faster than other people. But starting late last year, Tiffany's customers trimmed their spending on jewelry amid stock market volatility and growing worry about the debt crisis in Europe.

"Not surprisingly, sales growth has been affected by economic weakness in a number of markets," said CEO Michael J. Kowalski. "We think it is only prudent to maintain a cautious near-term outlook about global economic conditions and the effects on customer spending."

Tiffany, known for its blue boxes, earned $91.8 million, or 72 cents per share, for the period ended July 31, up 2 percent from $90 million, or 69 cents per share, a year earlier.

Analysts expected earnings of 74 cents per share.

Revenue for the New York company rose 2 percent to $886.6 million from $872.7 million. Wall Street forecast $891.1 million.

Sales in the Americas edged down 1 percent to $434 million. Sales in the New York flagship stores fell 9 percent, after a 41 percent increase a year ago, because U.S. customers are spending less, said Tiffany spokesman Mark Aaron. Sales in U.S. stores to foreign tourists were roughly unchanged from the prior year as more Chinese visitors helped offset a decline in spending by European tourists in the U.S.

Japan's sales increased 11 percent to $159 million, while sales in the Asia-Pacific region, a once hot area, rose just 1 percent $174 million. European sales fell 1 percent to $100 million.

Overall, revenue at stores opened at least a year fell 1 percent. Analysts surveyed by FactSet had expected a 4 percent drop.

The company also continues to grapple with high costs for silver and gold, which have eroded its profitability. However, those costs have moderated a bit.

Still, Tiffany is determined to fortify its competitive edge.

It now plans to open 28 company-operated stores this year compared with the previously planned 24. In the second half, Tiffany plans a store in Manhattan's Soho neighborhood, a second store in San Francisco, a shop in La Jolla, Calif., a store in Rio de Janeiro and a third store in Toronto.

Tiffany said that it now expects 2012 earnings of $3.55 to $3.70 per share, down from $3.70 to $3.80 per share. Analysts predict $3.65 per share.

It also trimmed its revenue forecast to growth of 6 to 7 percent for the year, or about $3.86 billion to $3.89 billion. Its prior guidance was for a 7 to 8 percent increase. Analysts expect revenue of $3.87 billion.

Tiffany's stock gained $4.33, or 7.4 percent, to $62.83 in midday trading Monday.

Japan cuts economy assessment as global slowdown bites

TOKYO (Reuters) - Japan's government cut its assessment for the export-reliant economy on Tuesday for the first time since October 2011, as slowing global growth weighed on exports and factory output, and threatened recovery prospects.

Deceleration in the United States and China, on top of Europe's debt crisis, caused the downgrade, the government said, warning that further global slowdown and sharp market swings posed risks to the world's third-largest economy.

The assessment underscores policymakers' worry that fresh stimulus measures could be needed, as exports may struggle to recover before the economy feels the full effects around the year-end from rebuilding following last year's earthquake and tsunami.

"The economy is moderately recovering helped by reconstruction demand, while some weak movements were seen recently," the Cabinet Office said in its monthly report, adding that the recovery will be affected by a global slowdown.

While the previous monthly report had also seen the economy recovering moderately helped by reconstruction demand, it had merely noted that there were difficulties, whereas the latest report's allusion to "weak movements" struck a more negative note.

Flagging concern that personal consumption, which accounts for about 60 percent of the economy, may lose momentum, the government cut its view on private spending, saying it is in a moderately increasing trend, again using a slightly more negative term than a month earlier.

"We used the word trend to show that the pace of increase is slowing. Car sales are leveling off after a rapid increase earlier this year. In addition, poor weather in June has hurt consumption of clothing, beverages and air-conditioners," a Cabinet Office official said.

Japan's growth slowed to 0.3 percent in April-June as a rebound in personal consumption lost momentum and Europe's debt woes weighed on global demand, and economists have trimmed forecasts for Japan's growth in the second half of 2012.

The government cut its view on exports and industrial production, saying shipments overseas are weakening and factory output leveled off recently. In July it said exports were showing signs of recovery and output was recovering moderately.

July trade data had shown the sharpest drop in exports since January, in line with trends seen among other export-driven economies in Asia.

Still, Japan's growth is seen outpacing that of most other G7 countries.

The government lowered its outlook for the world economy, including the United States, Europe, China and other parts of Asia.

Earlier this month the Bank of Japan reiterated its expectations that overseas growth will gradually pick up while warning that there was a high degree of uncertainty over the outlook.

Wall Street edges up as Fed looms; Apple hits new high

NEW YORK (Reuters) - The Dow and S&P 500 inched up on Monday as investors showed caution ahead of a conference of central bankers later this week while Apple helped lift the Nasdaq after hitting a new high in the wake of a court victory.

Investors are looking ahead to the meeting of central bankers at Jackson Hole, Wyoming, on Friday for clarity on what the U.S. Federal Reserve and European Central Bank will do to support an economy showing signs of slowing growth.

Equities have rallied on growing expectations for a third round of quantitative easing from the Fed, as well as possible action from the European Central Bank, and the news from Jackson Hole could determine whether the recent rally that took the S&P index to four-year highs will persist. Still, questions remain about the timing and size of any possible action.

The S&P 500 has been unable to sustain a break above the April high of 1,422.38 which is seen as a key resistance point while finding support at the 1,400 level.

"The critical period is really from Friday to the twelfth (of September) - the constitutional court decision," said Paul Mendelsohn, chief investment strategist at Windham Financial Services in Charlotte, Vermont.

"(Bernanke) may not show his hand at Jackson Hole - he may wait until the twelfth to show his hand because he may want to wait until after the ECB meeting."

The constitutional court in Germany is expected to rule on the legality of the euro zone bailout fund on September 12.

Daily trading volume is expected to be extremely light ahead of the meeting, and as many market participants are out on vacation ahead of the Labor Day holiday on September 3. Last week, volume was among the lowest of the year.

Apple Inc was up 2 percent to $676.76 after the iPad maker won a sweeping victory in a patent lawsuit against Samsung Electronics . Samsung said it would contest the verdict, which orders it to pay $1.05 billion in damages. Earlier, the company hit an all-time high of $680.87.

The Dow Jones industrial average <.dji> gained 8.76 points, or 0.07 percent, to 13,166.73. The Standard & Poor's 500 Index <.spx> gained 3.82 points, or 0.27 percent, to 1,414.95. The Nasdaq Composite Index <.ixic> gained 11.69 points, or 0.38 percent, to 3,081.48.

In merger news, car rental firm Hertz Global Holdings said it would buy smaller rival Dollar Thrifty Automotive Group for about $2.3 billion ending years of an on-off takeover battle.

Shares of Hertz climbed 11.9 percent to $14.71 while Dollar Thrifty gained 7.4 percent to $86.96.

Hudson City Bancorp Inc jumped 15.4 percent to $7.43 as the most actively traded stock on the Nasdaq after the company agreed to be acquired by M&T Bank Corp for $3.7 billion in cash and stock. M&T shares advanced 4.4 percent to $89.68.

IBM Corp agreed to buy Kenexa Corp for $1.3 billion, sending Kenexa shares up 41 percent to $45.75. IBM, a Dow component, was off 0.4 percent to $196.94 and Kenexa surged 41.4 percent to $45.81.

Tiffany & Co climbed 6.9 percent to $62.51 after cutting it full-year profit and sales outlook, though by less than had been feared.
